From Eden onward, God speaks to mankind largely in questions — not because He lacks an answer, but to draw out confession, repentance, or faith (“Adam, where art thou?” Genesis 3:9; “Where is Abel thy brother?” Genesis 4:9). Grouped below by who God is addressing.
